Mayor of Boston's PILOT Task Force Final Report & Recommendations
The City of Boston, Massachusetts has decided to standardize
its voluntary "payment in lieu of taxes" (PILOT) program to
allow non-profit organizations to receive a discount based
on the community benefit that they provide to the city. The
PILOT program is a quasi property tax paid by large
non-profit organizations to account for their use of the
city’s public services. This report, from the Mayor's task
force, outlines recommendations for how the "property taxes" should be
calculated and how the community benefit discount should be
applied.
