 North Carolina Foster Care Reimbursement System Changes
On January 1, 2009, all private foster care agencies will receive
standardized per child-per month rates from the North Carolina Division
of Social Services of $1,433 for a child from birth to age five;
$1,564 for a child six to 12 years old and $1,638 for a child aged 13-18.
The new rates include both the foster care maintenance rate and an
administration rate. The rates are a significant cut from the states
previous average private agency rate of about $2,300 per month-per child.
The new rates will apply to foster care services provided as of December
1, 2008. The memo includes the names of the affected agencies.
