Behavioral Health Services for Adults With Serious Mental Illness in
Maricopa County
This audit conducted by the Arizona Office of the Auditor General
investigated how the Department of Health Services provided
behavioral health services for adults with serious mental illness (SMI)
in Maricopa County in 2005. The analysis considered how funds for
SMI services are spent in Maricopa County, the degree of focus on
outcomes, and the level of financial oversight provided.
The key findings and recommendations
included the following:
- A court order in the case of
Arnold v. Sarn that requires that the provision of specific
services inhibits full adoption of recovery-based outcomes.
The auditor recommended that the legislature intervene to modify
the court order to permit a greater focus on outcomes
- In 2005, program expenses for
adults with SMI in Maricopa County totaled approximately $243
million
- Support services such as case
management totaled 42% of program spending
- Medication, inpatient, and
residential care, rehabilitation, and crisis intervention
accounted for 58% of spending
- ValueOptions provided most of the
case management and support services; subcontractors provided
nearly all other services
