An Indictment of Indifference: A Report of the Investigation of the
Beatrice State Developmental Center
This report documents the history of the
Beatrice State Developmental Center (BSDC) and the Nebraska Department of
Health and Human Services (DHHS) difficulties in improving conditions for
BSDC residents. NAS suggested that the Legislature should create an
Oversight Commission to envision a unitary integrative system of
habilitation and supports. In addition, DHHS should create a section of
Civil Rights Enforcement to protect the rights of those in residential
facilities.
In its recommendations, NAS suggested the following:

Model habilitation and behavior programs on
principles of consistent positive reinforcement

Conduct comprehensive evaluations and
assessments for all residents of BSDC

Prepare a timeline to reduce the current
population by placement into appropriate community settings

Substantially increase compensation for direct
care and professional staff

Provide staff with competency-based behavior
management training
