 Pennsylvania House Bill 4: Includes Provisions to Expand Inmates' Eligibility for
Chemical Dependency & Behavioral Health Treatment
House Bill 4 was part of a package of prison and
parole-related legislation presented to Governor Edward G. Rendell. It
was signed into law as Act 81 on September 25, 2008. The goal was to improve the states
recidivism rates and reduce overcrowding at the state prison facilities.
