The Arizona Department of Health Services/Division of Behavioral Health
Services provides this annual Status Report (Report) on its activities in
the Arnold v. Sarn class action lawsuit. Arnold v. Sarn was filed on behalf of persons with serious mental illness in Maricopa County
in 1981. Despite existing challenges, many improvements to Arizonas
publicly funded behavioral health system have been made resulting in
better outcomes for persons. This report summarizes those improvements
and addresses the challenges facing the behavioral health community in
2009 and beyond.
The focus of this report is on changes to services provided to the class
members since 2000.
