Family Care Independent Assessment: An Evaluation of Access, Quality and Cost Effectiveness
for Calendar Year 2003 - 2004
The Wisconsin Family Care pilot program provided home and community-based long term care services in Fond
du Lac, La Crosse, Milwaukee, Portage, and Richland counties in Wisconsin. The program was evaluated to
determine if it met the goal of reducing the rate that people entered long-term care institutions. The
evaluation considered the rate of institutionalization, the cost of providing services, and feedback from the
participants.
In 2003-2004, the Family Care program saved the state Medicaid program an average of $452 per month for
each individual receiving service in Fond du Lac, La Crosse, Portage, and Richland counties in 2003-2004.
Spending was $55 lower per person for individuals located in Milwaukee County. Care groups for which costs were
significantly lower than the non-Family Care comparison group included:
- Non-Milwaukee County members as a group reduced costs by $517
- Non-Milwaukee County frail elders reduced costs by $722
- Non-Milwaukee County members with physical disabilities reduced costs by $503
- Milwaukee County frail elders reduced costs by $565
