ShareEducational Services Provided to Students with Severe Disabilities

Missouri Governor Matt Blunt asked the Department of Elementary and Secondary Education (DESE) to examine national best practices to improve service delivery for students with severe disabilities. In order to fulfill the Governors request, DESE commissioned a study. The objective of this study was to collect data that would allow its users to answer the following questions:

  • Nationally and in the state of Missouri, where do students with mental retardation receive educational services
     
  • Are states consistent in their approach to placements
  • Are Missouri school districts consistent
  • What factors influence placements in Missouri
  • What service delivery models are used in other states
  • Are there differences in placement outcomes

The study methodology was developed in accordance with the work plan outlined in the original request for proposal issued by the State of Missouri. This plan was developed by the DESE to give a sampling of the targeted population by focusing on the school districts in the state that:

  • Send some students with severe disabilities to the State Schools for the Severely Handicapped , but also serve some students with severe disabilities inside the local district
  • Serve all students with severe disabilities inside the local district
