Updating & Outsourcing Enrollment in Public Benefits: The Texas
Experience
The Texas Health and Human Services Commission is engaged in an
effort to improve its social service eligibility enrollment system.
A key part of the initiative is that private companies and
non-profit organizations will help their clients navigate an
automated enrollment system called Texas Integrated Eligibility and
Enrollment Services (TIEES).
This report evaluates the TIEES launch and six month
progress statistics. The researchers also noted the impacts to
non-profit organizations involved in state contracting to provide
TIEES. The impacts included:
- Mission changes that force resource diversion Mission changes
that shift focus from original concerns
- Compromised client advocacy
- Potential exposure to liability by assuming duties that were
previously conducted by the state
- Ability to shape state programs such that client outcomes are
improved
