ODMRDD Interpretation for the Daily Billing Unit: Settings Where Both
OSOC & HCP Routine Are Required in Congregate Settings
The Ohio Department of Mental Retardation and Developmental Disabilities
(ODMRDD) has a new Daily Billing Unit (DBU) to be used by service
providers and county boards to simplify the daily billing calculations
associated with delivering Homemaker Personal Care (HPC) services to
people in shared settings. The new DBU will help ODMRDD ensure statewide
consistency in determining the amount of daily services individuals need,
including on-site on-call services.
The approval has triggered the following implementation dates:
-
December 31, 2007- people not sharing HPC
services with others, but are using negotiated rates must transition to
15 minute billing units for HPC services. People receiving Adult Foster
Care Services using negotiated rates, must use the new Adult Foster Care
daily rate.
-
March 1, 2008- possible extension for people
sharing HPC services with negotiated rates or Adult Foster Care and 15
minute units. However, CMS has not officially approved this extension.
-
November 2008- possible extension for people
sharing HPC services and using the 15 minute billing unit to transition
from the 15-minute unit to the DBU within a year from the date the DBU
rule is filed. However, CMS has not officially approved this time line.
