Sustaining the Entitlement for the Developmental Services System: A Regional Center Perspective

The board of the Lanterman Regional Center in Los Angeles is concerned that the state’s $25 plus billion budget gap, and the governor’s budget proposal which includes a $750 million cut to the developmental disabilities system are pushing the current system beyond the limits of sustainability. The Lanterman Board of Directors made recommendations that were approved in December 2010. They were publicly released and sent to the state’s new governor, Jerry Brown. The paper reviews the history of the Lanterman Act and the political, social and economic factors that have affected its evolution since it was passed in 1969.
