Statewide CRIPA Investigation of the Texas State Schools & Centers
The U.S. Department of Justice reviewed conditions at 12 Texas State Schools and Centers for individuals with developmental disabilities to determine if care provided at the facilities violated the individuals' civil rights. The review started with the Lubbock facility in 2006; findings were released in December 2006. In May 2008, DOJ started an investigation at Denton. In September 2008, DOJ expanded the Denton investigation statewide. After conducting a
system wide document review that included external surveys, investigations of the facilities, statistical data, and public information, DOJ found that the level of care provided by the Texas facilities violates the residents' civil rights. The facilities fail to provide residents with adequate:

Training and associated behavioral and mental health services

Health care, including nutritional and physical management

Integrated supports and services planning

Discharge planning and placement in the most integrated setting
