Pennsylvania Department of Public Welfare: Background on Loss of Child Welfare Title IV-E Federal Funding

The Department of Public Welfare wrote a document on the Office of Children, Youth, and Families (OCYF) being challenged by the loss of Title IV-E funding for pre- placement preventive services. In the document it included the issue of in-home pre-placement preventive services for children who were at-risk of entering out-of- home placement and the "Random Moment in Time" methodology approved by the Administration for Children and Families (ACF). When ACF started a compliance review of Pennsylvania's pre-placement preventive services in January 2005, ACF halted nearly all Title IV-E payments for the services.
