 Guidelines for Testimony by Join Together This policy panel
solicited testimony about effective state level approaches to dealing with prevention and treatment of substance abuse. Other issues
discussed include: how the state should manage the program and who should manage it; financing; workforce development; leadership; prevention; and measurement of outcomes.
