ShareConsent Decree in David Porter v. Verne Speirs, Chief Probation Officer, County of Sacramento & David Gordon, Sacramento County Superintendent of Schools

On December 14, 2009, Sacramento County, California signed a three-year consent decree and a separate agreement to settle a 2006 lawsuit that will require it to transform operations at its juvenile justice facilities to avoid excessive use of force; improve the educational program; and reduce the youth-to-staff ratio at two facilities by reducing the number of youth at the facility to meet the statewide ratio of one staff member for every 10 youth. The consent decree also calls for the county to design and implement a new use-of-force policy and to install a video recording system in common areas of its main youth detention facility.
