Washington State Children's Administration Strategic Plan 2007-2011
Washington State Governor Christine Gregoire appointed Robin
Arnold-Williams as the Secretary of the Department of Health and
Human Services (DSHS) in March 2005. Soon after, they announced a
commitment to improve the safety of children by making sure children
are seen sooner and visited more often when there is a report of
child abuse and neglect. Secretary Arnold-Williams called for a
back to basics approach to providing child welfare services and
reinforced the expectation that all DSHS administrations be
financially accountable and stay within their appropriated budgets.
The DSHS Children's Administration (CA) has begun building a
foundation to meet expectations, including the Governors child
safety priorities, the federal program improvement plan, the Braam
foster care lawsuit settlement agreement, and recommendations from
child fatality reviews. Four major improvement areas have been
identified:

Strong child welfare practice that protect children and
strengthens families

Array of services to meet clients needs

Well-trained and supported workforce
-
Strong business strategies
