Minnesota Rules Regarding Uniform, Standard Companion Guide for
Eligibility Inquiry & Response Electronic Transactions
The State of Minnesota published adoption of rules that require health
care providers and insurance companies and other payers exchange health
care administrative transactions electronically by January 15, 2009. The
legislation is the first of its type in the nation. All transactions
regarding eligibility inquiry and response must use a single standard
format for the electronic exchange.
The goal is to improve service and reduce costs for this common
administrative activity. The state hopes to see savings by eliminating
costs associated with paper transactions as well as avoiding costs to
follow up incomplete or non-standard exchange of information. The state
also expects the move to reduce delays in reimbursement and claim denials
due to incomplete information.
