 Medicaid Program: Clarification of Outpatient Hospital Facility
(Including Outpatient Hospital Clinic) Services Definition
The Center for Medicare and Medicaid Services (CMS) implemented a final
rule that aligns the Medicaid definition of outpatient hospital services
with the Medicare definition. CMS seeks to improve the functionality of
the applicable upper payment limits, which are based on a comparison of
Medicare payments for the same services. In addition, the rule is
expected to provide greater transparency in determining available
hospital coverage in any state, as well as clarify the scope of available
federal financial participation for hospital outpatient services.
