ShareTechnical Assistance Report for the State of Oregon Department of Human Services

This report issued by the National Child Welfare Resource Center for Organizational Improvement was conducted at the request of the Oregon Department of Human Services (DHS) to evaluate the agency's progress following reform efforts begun in 2004. The researchers found that child welfare caseworkers and supervisors still feel overwhelmed by their caseloads and the associated administrative demands. The researchers conducted a survey of 687 Oregon DHS employees in offices statewide.

The survey revealed that caseworkers held the following opinions:

  • Administrative and documentation tasks interfered with caseworkers and supervisors abilities to focus on consumers  
  • Most work was described as crisis management 
  • More case-carrying staff were needed  
  • More training was needed by both case-carrying staff and supervisors
