Ohio Consolidated Prescription Drug Purchasing Study
In June 2005, the Ohio General Assembly initiated a project to
explore the potential benefits of a consolidated prescription drug
purchasing program for the state. Based on the information gained
from the project,
the state has passed legislation to enable free clinics to purchase
medications through the state-run Pharmacy Service Center (PSC). The state also
plans to actively encourage more state agencies, municipalities, and
non-profit agencies to use the PSC to obtain pharmaceutical supplies for
locally run agencies and facilities.
Currently, state pharmacy purchasing is facilitated by the PSC, which is operated under the guidance of the
Office of Mental Health. There are about 3,600 items on the
formulary. Fifteen percent of annual purchases are due to
antipsychotic medication prescriptions. The most demanded drugs are antipsychotics.
PSC policy is to substitute equivalent generic products when the
generic version costs less than the branded version. All pharmaceuticals are procured through a
competitive bid. Public agencies in the state are not required to
purchase pharmacy supplies through the PSC.
