On-Site Audits of Residential Child Care Providers

The objective of this audit was to verify that residential child care providers (24-hour providers) are spending federal and state funds for contractually required services that promote the well-being of the foster care children placed in their care. The audit scope included assessing the appropriateness, reasonableness, and necessity of costs paid by providers that delivered foster care services to the Department of Family and Protective Services (Department) during calendar year 2005. In addition, the scope included verifying whether providers ensured that professionally licensed staff and direct care staff met the Departments requirements for qualifications and training.
