School Mental Health: Role of the Substance Abuse & Mental Health Services Administration
& Factors Affecting Service Provision
This report by the Government Accountability Office (GAO) found that delivery of school-based mental health services varied widely among school districts and among schools in the same school district.
In conducting their review of seven school sites, the GAO found the following issues also affected school mental health services:

Mental health professionals need to be cognizant of both a schools academic mission and students academic schedules and responsibilities

Coordination with external stakeholders such as local government or community organizations is important

Teachers and administrators should be provided with training or materials on mental health issues

School mental health programs suffer from the difficulty in securing and sustaining funds and provider staff, especially in rural areas
