Oregon Nursing Facility Staffing Commission: Final Report
Appointed in July, 2006, the Oregon Nursing Facility Staffing Commission
was charged to make recommendations regarding how to enhance Oregon's
minimum Certified Nursing Assistant staffing ratios to maximize quality
outcomes for nursing facility residents.
The recommendations include the following:

The State of Oregon should work toward
implementation of a new minimum CNA staffing standard of 2.46 hours per
resident day.

The state should implement new monitoring and
enforcement rules to ensure compliance with the new CNA minimum staffing
standards. The state should enforce both the hours per resident day (HPRD) and
shift-based standards derived from the HPRD standard.

DHS shall involve stakeholders in the
development of specific recommendations to the Governor and 2007
Legislature regarding conversion to new shift-based staffing standards,
the phase-in and implementation of new minimum standards, and workforce
training and development.
