6th Monitor's Report on the Mississippi DHS Oakley & Columbia Training
Schools
In 2003, the United States Department of Justice (DOJ) Civil Rights
Division filed a suit in the Southern District of Mississippi against the
State of Mississippi Department of Human Services (DHS), Division of
Youth Services for depriving youth in the Oakley and Columbia Training
Schools (CTS) of their rights. In 2005 a consent decree was enacted
between the parties. A monitor was appointed to report on DHS
progress in addressing the problems cited by the DOJ.
The sixth monitor's
report found that CTS continues to be out of compliance with the consent
decree. Key problems were related to inadequate staffing levels and
mandatory overtime for existing staff. The monitors report noted that
because DHS has not yet developed hiring processes and innovative ways to
attract people to the positions, the staffing problems are likely to
continue to create challenges.
