ShareChapin Hall Monitoring Report on Community Based Care in Broward, Dade, & Monroe Counties


Chapin Hall Center for Children, in cooperation with the Florida Department of Children and Families (DCF) and community based care agencies ChildNet, Inc. and Our Kids, Inc, released a monitoring report to determine the quality of services provided by Our Kids, Inc. and ChildNet in their communities.

The monitoring report found the following deficiencies:

  • Youth in the child welfare system in Broward, Dade, and Monroe counties of Florida changed placements during their first six months in care

  • Only 50% of children in these areas visited a dentist.

  • Lack of documentation of completion of federal background checks for caregivers

  • Lack of family interaction

  • Infrequent visits between parents and case managers

  • Little supervisory contact between case managers and their superiors.

  • Weak organization in case files chronological order within sections

  • Insufficient expansion on the criteria in the case file used to judge home hazards and risks of maltreatment
