 Testimony to the Wisconsin Legislative Council Special Committee on
High-Risk Juvenile Offenders by Vincent N. Schiraldi, Director, District
of Columbia, Department of Youth Rehabilitation Services
Vincent Schiraldi, director of the District of Columbia, Department of
Youth Rehabilitation Services (DYRS), shared information with the
Wisconsin Legislative Council Special Committee on High-Risk Juvenile
Offenders. He spoke about DYRS experiences transitioning the juvenile
justice system from large to small facilities to implement the principles
of the Missouri Model of juvenile justice.
