The Maryland Department of Human Resources held a pre-proposal conference for Residential Child Care RFP SSA/RCC-11-001-S. It was attended by 225 people representing more than 75 organizations. At the conference DHR staff explained various aspects of the request for proposals because this is the first time the state has sought competitive proposals for children's group home services. The attendees had many questions.
