Colorado's 2009 Child & Family Services Review Report
The 2009 federal Child and Family Services Review of child welfare services provided by the Colorado Department of Human Services (DHS) was conducted
during the week of March 16, 2009. The Children's Bureau conducted an on-site review and analyzed 65 case records dating from October 1, 2007, through
March 20, 2009. In 40 of the cases, the children were in foster care; the remaining 25 children received in-home services. The review team concluded that that
DHS lacked consistency and accountability for child welfare services; in 35% of cases it failed to meet federal standards for placement stability and abuse or
neglect in foster care.
