ShareOffender Relocation/Housing Agreement Between State of California & The GEO Group, Inc.


To relieve severe prison overcrowding and improve the level of health care provided to inmates, the California Department of Corrections and Rehabilitation (CDCR) entered into a contract with The GEO Group, Inc. (GEO) to house adult male inmates in out-of-state facilities. The placements are an effort to comply with the terms of Plata v. Schwarzenegger, which requires that inmates receive adequate health care.

The contract will last for three years, and will have a two-year extension period. The inmate placements and the facilities will be under the supervision of the CDCR. GEO has the right to refuse to accept offenders for placement if GEO feels the facility will be unsuitable. Offenders allowed to volunteer for out-of-state placement will not have known serious or significant mental health or physical problems. GEO will be responsible for transporting the offenders from CDCR to the out-of-state GEO facilities. GEO must provide health services at the same level required by CDCR policies. CDCR will pay for expenses in excess of $2,500 annually per inmate for off-site hospital or emergency care. CDCR will also pay for HIV or AIDS related medical costs.
