District of Columbia Request for Information for a Lead Agency to Provide Comprehensive Services for Children in Out-of-Home Care

The Child and Family Services Agency (CFSA) of the District of Columbia intends to competitively procure a lead agency to provide case management services, administer placement services and supports for a portion of the CFSA caseload at the time of the contract award and for randomly assigned new referrals for the duration of a three-year contract, with two one-year options. To develop a competitive request for proposals, the CFSA has first issued a request for information (RFI) seeking the input of child welfare agencies and stakeholders. Responses must be submitted by December 1, 2006.

This RFI represents CFSAs proposed approach to the procurement of a lead agency as of October 27, 2006. CFSA expects that some or all sections of the RFI will undergo modification prior to the release of any Request for Proposals (RFP) for a lead agency in future months. Modifications will be based on comments on the RFI submitted by stakeholders, recommendations from expert consultants assisting CFSA, and from ongoing research by CFSA staff on successful models.
