 Recommended Order in Affiliated Computer Services v. State of
Florida AHCA & EDS Information Services, L.L.C., & Unisys
Corporation
On September 6, 2005, the Florida Agency of Health Care
Administration (AHCA) awarded a contract to Electronic Data Services
(EDS), Information Services L.L.C., in response to request for
proposal (RFP 0514) that sought a contractor to develop and
implement a new Medicaid information management software system. The
contract was valued at $308 million over a 81 month term. Affiliated
Computer Services (ACS) protested the award contending that the EDS
proposal was non-responsive, so that the award should go instead to
ACS. ACS claimed the EDS proposal did not clearly state the
relationships between the parent and subsidiary in agency and
financial matters. The court denied ACS protest and AHCA was given
permission to allow EDS to begin work.
