Failure to Comply: The Disconnect Between Design & Implementation in HRA's WeCARE Program
Researchers at Community Voices Heard, a membership organization of low-income individuals, mostly women with experience on public assistance conducted a study of New York City's Comprehensive Assessment, Rehabilitation and Employment (WeCARE) program for low-income people with disabilities. The WeCARE services are provided by two vendors:
Brooklyn and Queens are served by Arbor Education and Training, a division of ResCare, a for-profit company.
Manhattan and Staten Island are served by the non-profit organization Federation Employment and Guidance Service, known as F.E.G.S. Health and Human Services System.
The researchers held discussions with 700 WeCARE participants through focus groups, and conducted in-depth individual interviews, and phone surveys with 100 participants. Based on the participants comments and a review of the program, the researchers concluded that the WeCARE program lacked support, information, and flexibility from both the city's Human Resources Administration and WeCARE vendor staff in all program phases the WeCARE
staff were inexperienced and the program had a disorganized operating
environment.
