ShareVermont DMH RFP for an Electronic Health Record

The Vermont Department of Mental Health is developing a systems plan for the Vermont State Hospital (VSH) that integrates required hospital services functionality across multiple products from different vendors, with several implementations in process or planning, including admissions/discharge/transfer (ADT), billing, pharmacy, and risk management functions. The electronic health record (EHR) solution must be designed for interoperability within this environment.

Currently, ADT capability is provided through the Askesis PsychConsult application with a SQL Server 2000 database engine. An interface from the EHR system to PsychConsult ADT for patient demographic information will be required. In addition, an interface will be required between the VSH pharmacy system and the EHR. The current pharmacy functionality is provided via HCS Medics, but a selection process is currently underway to find a new solution. The new pharmacy system vendor is expected to be announced before an EHR contract is concluded.

Proposals are due November 27, 2007. Contracts arising from this request for proposal will be for a period of 24-months with an option to renew for two additional 12-month periods. Proposed start date will be March 1, 2008.
