Monitoring Report for Charlie and Nadine H. v. Corzine
January 1- June 30, 2007
The report was issued by the Center for the Study of Social Policy (CSSP). CSSP was appointed by United States District Court Judge Stanley Chesler as a monitor to the class action lawsuit, Charlie and Nadine H. v. Corzine. As monitor, the CSSP was to determine the extent to which the DCF had been complying with the goals of the settlement agreement, aimed at improving New Jersey's child welfare system.
CSSP collected data from the DCF and monitored staff at seven Division of Youth and Family Services offices between January 1 and June 30, 2007. CSSP also interviewed foster, adoptive, and birth parents, providers, advocacy groups, and the Office of the Child Advocate.
CSSP noted that between January and June of 2007 the New Jersey Department of Children and Families (DCF)
has made improvements in the following areas:

80% of offices have reduced average caseloads to 15 or fewer families and to 10
or fewer children in out-of home care.

90% of adoption office staffs have less than 18 children per caseload.

92% of children entering out-of-home custody have had pre-placement assessments
in settings other than an emergency room

Added 112 transitional living program beds for youths between the ages of 16 and
21.
