Performance Standards for Medi-Cal Managed Care Organizations Serving People with Disabilities and Chronic Conditions

The report provides specific recommendations to strengthen existing standards in managed care (while recognizing that similar requirements do not exist in Medi-Cal fee-for-service); to ensure that limited state resources are used most effectively; and to improve the quality of care provided to people with disabilities. The recommendations encompass new standards in the areas of enrollment and members services, network capacity and accessibility, benefit management, care management, quality improvement, performance measurement, and coordination of carve-out services.
