Consumer Directed Health Plans: Early Enrollee Experiences With
Health Savings Accounts & Eligible Health Plans
Health savings accounts (HSA) and the high-deductible health
insurance plans that are eligible to be coupled with them are a new
type of consumer-directed health plan attracting interest among
employers and consumers. The Government Accountability Office (GAO)
reviewed the following aspects:

Financial features of HSA-eligible plans in comparison with those
of traditional plans

Characteristics of HSA-eligible plan enrollees in comparison with
those of traditional plan enrollees

HSA funding and use
-
Enrollees experiences with HSA-eligible plans
The
GAO determined that:

HSA-eligible enrollees tended to have higher incomes than those
in traditional health insurance plans

Age differences between groups were inconclusive
-
High utilization led to higher out-of-pocket costs for HSA-enrollees
compared to the out-of-pocket costs due to high utilization
incurred by traditional plan enrollees
