ShareClaims Paid Under the Title IV-E Foster Care Program for Children in Castille Contracted Detention Facilities From October 1, 1997, to September 30, 2002

Based on a review of 100 sample claims, the federal Office of the Inspector General (OIG) estimated that Pennsylvania Department of Public Welfare (DPW) improperly claimed $11,611,822 of a total $28,424,124 (federal share) claimed for Title IV-E reimbursement on behalf of the Castille program. The improper costs included :

  • $7,090,323 in Title IV-E maintenance costs
     

  • $4,521,499 in associated administrative costs 

The OIG reviewers said that for the period between October 1997 and September 2002, DPW improperly filed claims totaling $11.6 million for retroactive Title IV-E maintenance and associated administrative costs for Philadelphia County's Castille youth detention program. In addition, OIG noted that DPW was unable to produce receipts for $16,812,302.

OIG recommended that DPW refund the $11,611,822 . The remaining $16,812,302 has been sent to the federal Administration for Children and Families for resolution.
