Delaware Money Follows the Person Study
By implementing a Money Follows the Person (MFP) program, the State
of Delaware could save between $63 and $104 million over ten years
by transitioning people from institutional care to home and
community-based services (HCBS). The estimate projects that the
state could successfully transition between 439 to 729 people to
HCBS, and after accounting for program and overhead costs still be
able to fund more HCBS to reduce the number of new individuals
entering institutional care.
In fiscal year 2004, Delaware spent 71% of its Medicaid long-term
care (LTC) funding on institutional services; only 29% of funding
went toward HCBS. Nationwide, the average portion of Medicaid
funding spent on LTC was 64.5% in 2004; HCBS accounted for 35.5% of
long-term care spending.
