Minnesota Senate File 2324: Minnesota Health Care Act
This bill would establish a statewide, single-payer health care system.
The bill's sponsors seek to move all responsibility for health care to
the state. In addition to primary and preventive care, the proposed plan
would provide the following:

Complete mental health services

Chemical dependency treatment
-
Prescription drugs

Medical equipment and supplies
-
Dental care
-
Long-term care
-
Home care services
The goal of the legislation is to reduce the
costs of untreated illness and reduce the number of people in the state
without health insurance. No other health plans would be permitted to
duplicate the services offered by the state.
If adopted and signed into law, the legislation would create a new
agency, the Minnesota Health Care Agency with three sub-agencies: the
Health Care Policy Board, the Office of Health Quality and Planning, and
the fund for health care. The commissioner of the Health Care Agency
would be appointed by January 1, 2009.
