ShareCommunity Mental Health Mental Retardation Centers' Expenditures

The State Auditor's Office in Texas conducted an audit to determine whether the Texas Department of Aging and Disability Services and the Department of State Health Services are ensuring that the state's community mental health mental retardation (MHMR) centers are spending state funding as intended. The audit included a review of data generated between September 1, 2004 and February 28, 2006, interview responses from two MHMR centers, contracts, visit reports, and financial records. At the two centers, the auditors identified questionable spending of $44,499 for FY 2005, and $15,237 for fiscal year 2006. Overall, the auditors found that the community MHMR centers were spending funds as they instructed. However, because expenses were not linked to a funding source, the auditors identified some expenditures for employee incentives as questionable.
