Health Plan Capabilities to Support Value Based Benefit Design
The researchers Margaret Houy, JD, MBA, senior consultant with Bailit Health Purchasing, LLC, with contributions from Michael Joseph, senior consultant with
Bailit, and Laura Jacobus-Kantor, Ph.D., an assistant research professor with the Center for Integrated Behavioral Health Policy at George Washington
University Medical Center used the eValue8 request for information tool developed by the non-profit National Business Coalition on Health. They queried
national and regional health plans about their capabilities to support value-based benefit design, which is the explicit use of employee rewards and out-of-pocket
contributions to create consumer incentives for adoption of one or more high-value services, healthy lifestyles, or use of high-performance care providers.
