On September 27, 2007, a report of the United States Government Accountability Office (GAO) entitled "Homeless Veterans Programs: Bed Capacity, Service, and Communication Gaps Challenge the Grant and Per Diem Program" was given as the testimony of Daniel Bertoni, Director, Education, Workforce, and Income Security Issues before the United States House of Representatives Subcommittee on Health of the Committee on Veterans Affairs. It provided information on the state of homeless veterans in America, many of which are not provided with transitional housing or support through the Veteran's Affairs Grant Per Diem (GPD) Program. Data collected showed that many veterans were successful in the GPD program in terms of finding independent housing, employment, benefits, and dealing with substance abuse or other mental health issues.
