Consumer Service Reviews: 2006 Baseline Reviews
The findings of this pilot assessment tool entitled Consumer Service Reviews: 2006 Baseline
Reviews, will enable the Indiana Family and Social Services
Administration (FSSA) to determine statewide and regional strengths
and weaknesses in providing services for adults and youth with
mental health or substance abuse problems. FSSA sought to establish
a way to measure consistency and quality of service performance so
that it could assess its progress in transforming the social service
system. This report is intended to serve as a baseline to measure
the effects of system changes against outcomes for people served by
the system.
Service performance was assessed by a consumer services review
methodology developed by Human Systems and Outcomes. The methodology
is based on protocols to assess the consumers' status, progress, and
practice performance. The consumer services review also refers to
community and statewide measures such as the percentages of people
with serious mental illness or substance abuse problems in the
criminal justice system to assess system level outcomes. The use of
this methodology will include measurement of evidence-based practice
technology. Outcomes are assessed statewide and regionally, and all
service providers received a baseline review in 2006.
