ShareConnecticut DSS Settlement in Raymond v. Rowland

On September 10, 2007, the Connecticut Department of Social Services (DSS) reached a settlement in the case of Raymond v. Rowland. The DSS will take steps to ensure residents with disabilities have access to cash, food stamps, and medical subsistence benefits available to them. The DSS will also provide additional accommodations to people with disabilities in navigating and passing the agency's eligibility processes.

The settlement was a resolution of the 2003 class action lawsuit, Lori Raymond et al. V. John Rowlands, governor and Patricia Wilson-Coker, commissioner of the DSS. Lori Raymond represented all those persons in Connecticut with physical or mental disabilities who get benefits from the DSS now or in the future. The lawsuit claimed that there were not adequate accommodations to allow people with disabilities to understand the eligibility process.
