Evaluation of the Medicaid Value Program: Health Supports for Consumers With
Chronic Conditions Comprehensive NeuroScience Case Study
On August 14, 2007, Mathematica Policy Research Inc. issued a report to Center for Health Care Strategies evaluating the Comprehensive NeuroScience Inc. (CNS) Medicaid supports for clients with chronic conditions. The CNS Medicaid Value Program implemented a Medical Risk Management (MRM) intervention in Missouri that assists health care providers of complex needs fee-for-service Medicaid clients with schizophrenia and other chronic physical conditions. MRM provided a report to providers (including primary physicians, psychiatrists, mental health case managers, and other specialists) with information on patients' use of health care services. These reports included contact information for patients' primary health care providers and care considerations. Providers reported that this information was helpful. CNS also found medical homes for patients without them.
This program's primary goals were to improve patients'
quality of life and reduce their use of inappropriate medical services in order to reduce their medical costs to the state. In evaluating the MRM, the report recommended that the providers use the given information to offer better care to patients and reduce state costs.
