Immigration Detention Overview & Recommendations
Dora Schriro, Ph.D., J.D., conducted a comprehensive review of the U.S. Immigration and Customs Enforcement system.
She concluded that the United States should move away from the correctional model of immigrant detention. Instead,
Dr. Schriro recommended that the Federal Department of Homeland Security detain illegal immigrants settings commensurate with the risk of flight and danger presented and provide sound medical care.
