Privatization of child welfare services and the
federal government's Child and Family Service Reviews have dramatically
impacted how the field demonstrates success with children's services.
Even though the changes have mandated increased accountability, there is
an opportunity to enhance credibility for the entire industry.
Performance-based contracting clearly defines the roles and
responsibilities of the private and the public sector. An effective
partnership results in improved outcomes in safety, well-being, and
permanency for children and families.
