October 2009 North Carolina Medicaid Bulletin: Reimbursement Rate Update
The North Carolina Division of Medical Assistance which oversees Medicaid services implemented cuts to Medicaid reimbursement rates for 20 services and
goods. The rate reduction was part of a budget cut enacted by the North Carolina General Assembly. The state has nearly two million people enrolled in
Medicaid. The rate reductions affected all public and private Medicaid providers. No rate reductions were applied to federally qualified health centers, rural health
clinics, school-based and school-linked health centers, state institutions, hospital outpatient, pharmacy, hospice, and the non-inflationary components of the
case-mix reimbursement system for skilled nursing facilities.
