ShareBenchmark Report for the 2007 Survey of Foster Parents & Caregivers in Washington State

The Social and Economic Sciences Research Center (SESRC) conducted an anonymous telephone survey of foster parents and relative caregivers between April and July 2007 for the Braam Panel. The Braam Panel is a committee of child care experts who routinely establish professional standards and benchmarks for the Division of Children and Family Services of the Washington State Department of Social and Health Services. The panel was created in a 2004 settlement of the case Braam v. State of Washington.

According to a study by the SESRC, nearly 89% of licensed caregivers felt as though they had been properly trained for their roles and 76% believed they are adequately supported for those responsibilities. However, nearly two-thirds of children in the Washington state foster care system did not receive monthly face-to-face visits with a caseworker. Foster parents were also found to be lacking in specific training, such as dealing with biological families or nurturing child development.
