Transforming Juvenile Justice in Texas: A Framework for Action
In April 2007, the Texas Youth Commission (TYC) requested that a task force make recommendations about how the agency could improve the state juvenile justice system. A task force was created to consider the systemic problems at TYC. The researchers were focused on re-designing the health care, education, treatment and case management at TYC and creating a better overall juvenile justice system in Texas.
As part of the evaluation, the researchers divided their recommendations into before, during, and after confinement categories:
the before category focused on crime prevention/deterrence and sentencing reform
the during category addressed the health care, education, treatment, and case management of incarcerated adolescents
the after category dealt with recommendations in transition, reentry, aftercare and parole.
Some of the suggestions included offering special programs for children of incarcerated parents to help them develop a path to positive adulthood, promoting flexible and individualized care for juveniles in TYC, and emphasizing community reentry upon a youth's entry to TYC.
